Mobilization and Sensitization
People with Cerebral Palsy and Autism are discriminated by their family members, community members and service providers hence depriving them of their fundamental human rights to access basic social services and to participate in family and community activities. CPARO has established that people with Cerebral Palsy and Autism do not enjoy their fundamental human rights because of internal and external factors. Internally, majority of people with Cerebral Palsy and Autism do not understand that they are human beings worth enjoying human rights like others in Society, are ignorant about their fundamental human rights and thus cannot defend their rights.
This is discernible in self-pity, loss of self-confidence and non-reporting of human rights violations against them. In addition, most parents and caregivers do not know how to take care of people with Cerebral Palsy and Autism to enable them enjoys their human rights. Externally, public ignorance about Cerebral Palsy and Autism, discrimination and negative attitude continue to hinder access to services by people with Cerebral Palsy and Autism. Most Communities in Uganda still believe that Cerebral Palsy and Autism is associated with witch craft which alienates further people with Cerebral Palsy and Autism from the community members. Secondly, most programs of government and NGOs have not targeted people with Cerebral Palsy and Autism denying them an opportunity to participate in mainstream development programs and to live an independent life.

Persons with Disabilities to have rights are an obligation however majority of the service providers and the general public do not appreciate. This project will therefore attempt to address internal (self-centered challenges) and external barriers (family and community challenges) to the enjoyment of fundamental human rights by people with Cerebral Palsy and Autism. The project will enhance mobilization, registration and sensitization of people with Cerebral Palsy and Autism for them to know, demand and protect their fundamental human rights. The project will implement interventions targeting parents, the community and service providers to equip them with knowledge about Cerebral Palsy and Autism and to change their attitude and practices and to include people with Cerebral Palsy and Autism in their programs.

OBJECTIVES:
“To strengthen the capacity of CPARO to reach out to more people with cerebral Palsy in the targeted districts”

INTERVENTIONS:
Mobilization of People with Cerebral Palsy and Autism into groups for registration and linkage to service providers.

Hold sensitization meetings for Parents /guardians/caretakers about the rights of people with Cerebral Palsy and Autism.

HIV/AIDs Awareness/ Prevention, Reproductive Health campaign and needs, Plus Child Abuse:

CPARO takes serious concern about the Health of people with CP and Autism as they are vulnerable to the scourge of HIV/AIDs and the dangers associated with reproductive health which include sexual behaviors and characters, sex education, access to contraceptive services/ Family planning, prevention of STDs, Consent as a right to sex characters and morals, HIV testing and counseling, where they have limited or no disclosure and support.

Key Interventions:

Sensitization of the community through the provision of contraceptives/ family planning. HIV testing counseling and guidance. Introduction of prevention methods for STIs (e.g. circumcision, supplying condoms).
